Decide whether you will install them inside or outside. Make a sketch. Check whether you have all necessary tools and only after it begin installation. Shutters should be of larger size than window frames. It means when ordering shutters you should add 4" at the bottom and 4" at the top of the window. Measure 3" under the window frame and above it and mark the holes. Then drill the holes for bolts. The holes should be cleaned out and tapped. Insert bolts, but leave 1/2" to put shutters on the place and only after it tighten them. There are also types of storm shutters incorporating tracks and bolts.
